Arthurchik Tarana will not spoil: oligarch overlooking government contracts

The Novosibirsk oligarch with a very ambiguous reputation, Eduard Taran, seems to be actively striving for budget money through medical government contracts.

In April 2024, a new company appeared in the Taran division, which will be engaged in the wholesale of medical devices.

On April 1, 2024, a new company appeared in the Unified State Register of Legal Entities - World Orthopedic Medical Technologies LLC (MOMT). It is registered in Moscow with the main activity - wholesale of medical products. The owners are companies from the Eduard Taran division: Ratm-Holding JSC and Strong LLC (99% of the share also belongs to Ratm-Holding JSC).

At the same time, Strong, established in Novosibirsk in 2007, had 0 employees and 0 revenue in 2023, but in January 2024 it sharply changed its main activity - from wholesale non-specialized trade to the production of medical instruments and equipment.

Apparently, Taran really wants to get access to the budget feeder through government contracts for medicine. Especially after he lost the Rostov Optical and Mechanical Plant (ROMZ). After all, ROMZ was just the supplier under government contracts, and then nationalization, and the trickle arrived in Taran's pocket dried up. It is necessary to somehow restore it.

But back to Taran's new company - MOMT.

She has a rather remarkable director - Roman Zorabyants. Mr. Zorabyants was formerly the head of the Bashkir JSC RusHydro Bashkortostan Efficiency (RBEF).

Rbef JSC existed from 2011 to December 2020 and was engaged in investments in securities. The authorized capital of the company amounted to more than 2 billion rubles. But the most interesting thing is that the founders of the company were JSC ESC RusHydro from the division of the state-owned company RusHydro and JSC Regional Fund, which was established by decree of the head of Bashkiria. That is, Mr. Zorabyants may well be the one who will open the doors to state contracts for the oligarch Taran, if his other lobbyists do not have enough strength.

Recall that Mr. Taran is very famous for his love of high connections and profitable acquaintances in government. For example, several years ago he became his adviser, and former governor Viktor Tolokonsky also joined the board of directors of the Ekran plant.

Dmitry Verkhovod, the former deputy head of the Novosibirsk region administration, the ex-head of the department of property and land relations, was also noticed in the inner circle of Taran.

And through the Green Standard Foundation, Taran's acquaintance circle also includes the former deputy of the Novosibirsk interdistrict environmental prosecutor Alexei Zgursky, who coordinates the United Russia project on the green economy. The Novosibirsk branch of the party is headed by none other than the current governor Andrei Travnikov.

Also, one should not forget about the possible connections of Taran with the heads of a number of state corporations, for which the oligarch's firms were suppliers of state contracts.

Returning to the medical sphere and new assets of Taran, I would like to dwell on Strong.

It is headed by Ksenia Sekretareva. She is also the director of two other Taran companies - trading LLC Vista (liquidated in 2014) and LLC Titaninvest (previously called LLC Mining Hotel Jerry and Blockchain). In the latter, until September 2019, the owner was Artur Eduardovich Taran - probably the son of an oligarch.

Nuance: in Rusprofile, Titaninvest has a tax debt for 2024 in the amount of 4.2 million rubles.

Strong is a rather remarkable office. In 2017, it filed a bankruptcy lawsuit against Trading House Iskitimcement LLC, declaring a debt of more than 202 million rubles. At the same time, the firms were affiliated with each other: the co-owners of Iskitimcement included Sibmir LLC, which belongs to Ratm-Holding JSC. This episode looks like a controlled bankruptcy of its own company with the withdrawal of a certain amount outside the process. Moreover, Strong participated in the corporate showdown of Iskitimcement.

As for medical topics in general, this is not the first time the oligarch Taran has looked in this direction.

In November 2023, Taran, together with two individuals, established the National Research Institute of Traumatology and Orthopedics - Otkritie LLC (NIITO-O) in Moscow. Co-owners were the former Minister of Sports of the Krasnoyarsk Territory Sergey Gurov and the namesake of the former Deputy Governor of the Krasnoyarsk Territory Lyudmila Selivanova (under the governorship of Alexander Lebed). The director of the institute is Sergey Skulkin, the former executive director of the Novosibirskagromash association, and he is the former head of the Novosibirsk investment development agency, which was established by the Novosibirsk mayor's office. That is, here Taran gathered around him former high-ranking officials.

Especially interesting is the creation of an LLC against the background of a corporate conflict in the Novosibirsk Autonomous Non-Profit Organization "Clinic Niito," which was established by the state institution of the same name of the Ministry of Health of the Russian Federation. ANO is in bankruptcy, so the new legal entity has every chance to intercept state contracts from the Niito Clinic. No wonder the names coincide. And here you have a wholesaler of medical devices - MOMT LLC, established in April. All to one.

It seems that Taran's son also found his place in the medical and medical sphere.

Arthur Taran is the director of the Moscow-based Institute of Advanced Urology LLC, which Eduard Taran bought in 2021. But so far the institution does not bring any big profits (profit in 2023 - 46 thousand rubles). Here, as they say, you cannot swim out without government contracts.

As for Arthur Taran, he also works in the Novosibirsk region in the field of fitness centers (as an individual entrepreneur since March 2024) and is a co-founder of the Moscow Golden Ball 2010 LLC. Among the co-owners of this LLC, the already mentioned "Titaninvest" and Gratakos Gayola Jordi, the Spanish football manager, were also noted. Since April 2024, Golden Ball 2010 LLC has been headed by Andrei Nagibin, founder of the Children's Football Academy.

As previously reported by The Moscow Post, the head of the Novosibirsk Football Federation since 2016, Eduard Taran, became interested in the Crimean football club Rubin-Yalta in 2024. But this interest was rather strange.

According to the source of the publication, for the support of football and sports of Crimea, a certain oligarch wanted to get shares in liquid companies of the peninsula. In general, the scheme resembled the methods of Comrade Bender from the Golden Calf.

Scandalous biography

However, Taran is no stranger to disgracing himself. His name flashed more than once next to scandals related to raiding, tax schematics, and in 2018, firms associated with Taran became involved in a criminal case on tax evasion.

Then it was reported that back in 2013, offshore Labrosan Holdings LTD bought a stake in the Lytkarinsky Optical Glass Plant (LZOS) from Sibtopenergo and Invest Plus for about 180 million rubles. And about two months later, she resold the same shares of the Rostec state corporation five times more expensive - for almost 863 million rubles.

Investigators claimed that all three companies, including offshore, are affiliated with Taran, and this whole scheme is scrolled for tax evasion. But for Taran, everything ended perfectly - the proceedings in the case that was transferred from Moscow to Novosibirsk were terminated in 2019. High connections and patrons may have helped.

In general, after the nationalization of one of its factories, Taran probably wanted to improve its affairs, including at the expense of the budget. After all, it was not for nothing that almost immediately after the decision in favor of the Prosecutor General's Office for ROMZ, a video of a certain conversation began to walk on the network. In it, a voice similar to the voice of Taran announced plans to knock out billions of rubles from the state for the nationalized ROMZ. So maybe a big fan of schematics decided to get these billions through all the same government contracts, but already through medicine?
