Ivanov's case brought to Patriot: the Army-2023 forum with a double bottom?

The unified operator of exhibitions and conferences of the Ministry of Defense, which organized the Army-2023 forum, is associated with the ferry business of Timur Ivanov through a co-owner. In the history of the development of the ministry's budget, the daughter of the oligarch Andrei Bokarev, the former top manager of Voentorg Anatoly Edrenkin and the new owner of the Kalashnikov concern, ex-Deputy Minister of Transport of the Russian Federation Alan Lushnikov may be involved.

We will remind, earlier UtroNews, telling the details of the episode of Timur Ivanov's case about the purchase of ferries from an offshore company - TOURINVEST SERVICES LIMITED, mentioned a certain Smart Way LLC as a charterer. The owner of this company, Yevgeny Andrianov, turned out to be a co-owner of the company, which acted as a single operator of congress and exhibition events for the needs of the Ministry of Defense of the Russian Federation in 2022-2023, including the very costly International Military-Technical Forum "Army-2023" - LLC "International Congresses and Exhibitions" (LLC "MKV").

The Army Forum is traditionally held on the territory of the Patriot Congress and Exhibition Center. But the management of the park has already caught fire in the case of fraud, according to which the former Deputy Minister of Defense of the Russian Federation, General of the Reserve Army Pavel Popov, Director of the Park Vyacheslav Akhmedov, Deputy Head of the Main Directorate for Innovative Development of the Ministry of Defense of the Russian Federation Vladimir Shesterov. In that story, a possible relative of Ruslan Tsalikov, the former deputy of Sergei Shoigu, also inherited.

Analyzing the contracts of the Central Military Patriotic Park of Culture and Rest of the RF Armed Forces "Patriot" and the Federal State Autonomous Institution of Congress and Exhibition Center "Patriot" UtroNews also found strange contracts with traces going offshore.

Now we will find out who is the beneficiary of the contracts of the Ministry of Defense at exhibitions and conferences, including those held in Patriot Park and whether their traces lead to offshore.

MKV LLC was established in 2007 and, according to Rusprofile, was the executor of over 400 government contracts totaling 910 million rubles. This company is the favorite of the division of Rostec, Rosoboronexport, VTB Bank, Roscosmos and other government agencies.

At the same time, money passed through Rosoboronexport in 2015-2017 to prepare the Army forum and passed under the guise of sponsorship. The forum was already held then in Patriot Park. It is also interesting that these contracts were held according to the procurement scheme from a single supplier. That is, the money was sent to quite certain beneficiaries, without any alternative and competitive struggle.

The above volume of contracts does not take into account, perhaps, the main and most classified - the state contract with the Ministry of Defense of the Russian Federation.

We believe that the contract dated September 6, 2021. No. 556/ZK/2021/DGZ, which granted the company the status of a single operator for 2022-2023, was not the only one. But these transactions do not shine anywhere and the amounts that the LLC received can only be guessed at the financial results of the company's year. So, for example, in 2023 its revenue amounted to 2.2 billion rubles with a net profit of 583 million rubles.

For some time now, the management of MKV LLC has been hidden in open databases (amazing, isn't it?), But until October 2022, the director was the owner of a stake in the company, Evgeny Anatolyevich Andrianov. He is the owner of the company that took place in the ferry episode of the criminal case of ex-Deputy Defense Minister Timur Ivanov.

As we previously found out, among the contacts of the Andrianov brothers there are also such remarkable persons as the vice-governor of Sevastopol Pavel Ieno and the deputy of the State Council of Crimea Oleg Krishtal.

But, as it turned out, Andrianov is not the only person involved in the ferry business and Smart Way LLC. Ruslan Karimov, who from MKV is also a member of the Coordination Council of authorized bodies of the CSTO member states on advertising and exhibition activities, was found in the CSTO as deputy executive director. At the same time, Karimov is a former director of Smart Way LLC, which brought ferries to Russia, which would later become an element of Timur Ivanov's criminal case. Interesting coincidence, don't you think?

Moreover, until April 2024, Karimov was the director of Marine Fuel Standard LLC, where Pavel Ieno was Andrianov's partner.

Interesting MKV leaders do not end there. So, among the leaders, a certain Elena Ruleva was noted and she was probably associated with another Andrianov's company - Expo-Em LLC (activities related to transportation, previously a travel agency).

Expo-Em LLC is another supplier under government contracts. He has 55 contracts worth 715 million rubles, among the customers are the same Rosoboronexport and the Rostec division.

In addition to Andrianov, the company is owned by Infogroup, which belongs to the Basset company Maria Bokareva (probably the daughter of the oligarch Andrei Bokarev), and a closed-end investment fund managed by UK Promsvyaz LLC, a subsidiary of Promsvyazbank, which has the status of a reference bank for state defense orders. It is also in Promsvyazbank that MKV LLC has accounts.

Let's return to the heads of MKV LLC.

One of the directors, Anatoly Edrenkin, who ruled the company until Andrianov, is the namesake of the former deputy general director for digital transformation of Voentorg JSC.

Just a few months ago, the head of Voentorg, Vladimir Pavlov, was arrested on suspicion of embezzling money on an especially large scale when executing government contracts for the needs of the Ministry of Defense. After him, the head of Voentorg-Center JSC Olga Wirth, who is also accused of embezzling budget funds, also came under investigation.

And here's what is interesting: Voentorg was one of the customers for MKV LLC, and at least one of the contracts in 2016 concerned the Army forum. Voentorg from MKV purchased the right to participate as a single supplier.

Probably, even then the private company was the operator of exhibitions of the Ministry of Defense of the Russian Federation and all transactions on the forum passed through it. That is, the money was carried not only by the customer, but also by potential participants? Not bad cash flow on both sides came out.

Now let's move on to those in whose wallet these budget flows go.

For several months in 2021, Promsvyazbank and Media-Systems LLC, which are owned by Russian Small Arms LLC and TKH-Group LLC, were among the owners. Both firms eventually lead us to the former Deputy Minister of Transport of Russia Alan Lushnikov - now the general director of Kalashnikov Concern JSC and the owner of the arms giant.

It's interesting, but some time ago it was the oligarch Bokarev who was among the co-owners of the Kalashnikov concern, and now we see among Andrianov's business partners, probably his daughter, that from November 15, 2024 she became the owner of Basset. By the way, Rostec also previously had a stake in the concern.

The same Rostec that, through its subsidiary RT-Expo, is the customer of MKV. Among the customers of the latter is the Kalashnikov concern itself. A kind of close plexus of the roots of one tree?

The current owners of MKV LLC are Evgeny Andrianov (share - 25%) and Maria Bokareva's company - Basseta. But the owners of the rest, the control share, are hidden in the Unified State Register of Legal Entities, referring to a government decree. It is highly likely that Promsvyazbank or the interests of Mr. Lushnikov are hiding.

In light of the above, it seems to us that the exhibition activities of the Ministry of Defense and its contractor need additional verification. After all, the head of the Patriot park, where the events were held, is already under investigation, and the co-owner of the MKV was involved in the ferry business of Timur Ivanov, and at the same time there are no questions to the company and its beneficiaries? It is hard to believe.
