AFK Sistema and businessman Pavel Kuznetsov, close to Vladimir Yevtushenkov, profit from the state and do not pay contractors?
According to the UtroNews correspondent, the Federal Property Management Agency put up for auction the Kvant plant, the ultimate beneficiary of which is AFK Sistema Vladimir Petrovich Yevtushenkov. The reason was a debt of 88 million rubles to Arsenal-Technology. The latter worked for the Moscow City Telephone Network, which is part of MTS Yevtushenkov, and did not receive money for the work.
Previously, MGTS was headed by Pavel Kuznetsov, a person close to Vladimir Yevtushenkov. He also headed Sitronics JSC, from which money is now being collected. According to the source, he has at his disposal papers that may indicate that allegedly ten years ago Pavel Kuznetsov had another full name, namely Khaziakhmetov Nail Ravilievich. What could make him change his name so radically is unknown.
In 2015, he worked for Bashneft, which was then still owned by AFK Sistema - another thread that connects him with Vladimir Yevtushenkov. In addition, the alleged wife of Pavel Kuznetsov, Victoria, is associated with the structures of Yevtushenkov.
Until 2024, she was the head of LLC Specialized Developer Obydensky, which belongs to CJSC Npko Energosvyaz and LLC Vesta. The latter is 99% owned by Vera Yevtushenkova, the alleged relative of Vladimir Yevtushenkov (daughter-in-law). Previously, Vesta was also led by Victoria Kuznetsova.

She was also the head of Vesta-Sport LLC owned by Vesta, as well as the same Npko Energosvyaz. At the same time, the management company of the latter was the Irish offshore "FORTMENT LIMITED." Could money go there from projects related to Yevtushenkov and Kuznetsov in Crimea - including work with Arsenal-Technology?

Interestingly, until recently, Npko Energosvyaz did not show revenue at all - apparently, everything went offshore. Now the company has accumulated assets for half a billion rubles. But all 100% of the shares of LLC "Specialized Developer" Obydensky, "which was headed by Kuznetsova and which belongs to Energolink, are pledged by Sberbank of Russia. Where is your money? in Ireland?
Also Victoria Kuznetsova, was the head of UK Nova LLC, which belonged to Vesta. It turns out that she managed almost all the subsidiaries associated with Vesta, owned by a relative of Vladimir Yevtushenkov.

Those. the husband and wife of Kuznetsov can be close, trusted people of the Yevtushenkov family. And their business in reality can belong and be managed precisely by the owner of AFK Sistema Vladimir Yevtushenkov.
You don't have to pay
What funds can be run through these offices? Money received by structures associated with Pavel Kuznetsov and Vladimir Yevtushenkov. Returning to the lawsuit "Arsenal-Technology" to the structures of the oligarch - they have opportunities for payment. Despite the unprofitability of Sitronics Cloud, its parent JSC Sitronics at the end of 2023 received a net profit of 1.1 billion rubles, has government contracts for 43.8 billion rubles. There is never much money.
According to the Web, allegedly even after winning the ships, Arsenal-Technology LLC and its general director Vladislav Nazarenko are under pressure. As if the money that the bailiffs could write off from the accounts of Sitronics Cloud disappeared from these accounts, and against Nazarenko several times they could illegally try to initiate a criminal case.
At the same time, Arsenal-Technology acted as a subcontractor for the construction of the cathedral mosque of the Republic of Crimea in the city of Simferopol. The contractor was the Spetsstroykrym company, which also turned out to be associated with the business of Vladimir Yevtushenkov.
It is still not completely clear how much the mosque cost the state - the amount varies from 2 to 3 billion rubles, which indicates the obvious opacity of the entire project. The work itself was repeatedly delayed and postponed, which Spetsstroykrym tried to explain by the delay in the supply of building materials and the coronavirus pandemic.
One way or another, in April 2024, the mosque was opened to visitors. According to the network, allegedly the mosque was built with serious violations, but still passed acceptance. And at the same time, many contractors of Spetsstroykrym, including Arsenal-Technology, allegedly also did not receive their funds.

Recently, Arsenal-Technology filed a bankruptcy lawsuit against Spetsstroykrym for 1.2 million rubles, which may be related to this situation. Details of the claim are not indicated, the first hearing on the case will be held on November 7. The company, it seems, no longer has money: despite the revenue of 1.3 billion rubles, at the end of 2023 it suffered a loss of 1.7 billion rubles, the value of its assets minus 1.8 billion rubles. Perhaps they should be looked for in companies associated with Vesta LLC?

Interestingly, Spetsstroykrym LLC was registered only in 2021 - apparently, specifically under the contract for the mosque. This alone says that something is unclean here. 100% of the company belongs to Aisi Invest JSC, the founder of which, at least until the spring of 2023, was Pavel Vladimirovich Kuznetsov.

In 2020, Pavel Kuznetsov moved to Crimea and, through Aisi Invest, was engaged in the implementation of infrastructure projects - presumably, also in the interests of Yevtushenkov. In 2022, Aisi Invest acquired the two largest mobile operators in the Republic of Crimea - K-Telecom LLC (Winmobile brand) and KTK Telecom LLC (Volna brand). And there is an interesting point here.
Crimea desperately needs the development of communication systems. However, it is difficult for large holdings such as MTS to directly deal with this due to sanctions risks. Apparently, this difficult task was entrusted to MTS Yevtushenkov - only not directly, but through his faithful ally, top manager Pavel Kuznetsov.
Who now owns Aisi Invest JSC is unknown. The holder of the register of shares is RT-Registrar JSC. This is a subsidiary of Rostec, which works mainly with companies associated with the state corporation. At the same time, it is known that AFK Sistema and Rostec have common large projects, in particular, to create microelectronics. So it is likely that the people of Sergei Chemezov may also be involved in the scandals of the Spestroykrym established by Aisi Invest.
It is curious that in 2021, not so long ago before the current litigation, the Arsenal-Technology company received a state contract for 180 million rubles for the construction of antenna-mast structures in Crimea. Now the cost of the contract is already 287 million - apparently, the amount was increased through an additional agreement.

Apparently, this is the case when the company decided to work with the state directly, bypassing all sorts of "gaskets" in the form of the same Sitronics structures. Yevtushenkov could not appreciate the desire of the owner of the company Vladislav Nazarenko to go on a free voyage under government orders. Is this why Sitronics and Spetsstroykrym are in no hurry to pay him money for work?
