Zavidovo does not take: The plane went with an outstretched hand on the oligarchs?

In the history of the construction of the Port Emm Zavidovo village in the Tver region, where traces of the confidant of the oligarchs Frolov, Abramov and Abramovich, as well as the son of State Duma deputy Bekhan Agayev and offshore money boxes were found, the UtroNews correspondent understood.

Earlier, UtroNews already said that a hotel will be built on the territory of the Port Emm Zavidovo village being built with the zealous support of Rudeni with the participation of Cosmos Hotel Group from AFK Sistema Vladimir Yevtushenkov.

It was noted that a scandalous story had already arisen during the construction of the village, when a certain legal entity, stating that it was hired by Samolet to interact with subcontractors, owed it 60 million rubles. Subcontractors intend to go not only to court, but also to write a statement on fraud. But a possible criminal case is not the only nuance that should be known by a potential buyer of this town for the elite.

But about everything in order.

The project was estimated at 28 billion rubles. This is how much free money the "Airplane" is heavily credited with. The fact that the bet is made on investors and regular loans is told to us by the pledge of the developer's shares - LLC SZ Samolet-Zavidovo. Apparently, project financing for at least the first stage was allocated by the Moscow Credit Bank, which since October 2024 has been controlled by Sergei Sudarikov, and earlier Sechin's person Roman Avdeev was among the shareholders.

LLC SZ Samolet-Zavidovo itself with one employee in the staff and named in the project declaration by the contractor Samolet LLC Project-Stroy (formerly Samolet-Preproject-3 LLC) are unprofitable. At the end of 2023, one had a loss of 105 million rubles, the second - 4.8 million rubles. At the same time, Samolet-MSK LLC, which owns the contractor, is also at a loss - at the end of 2023, they amounted to 126 million rubles.

The only one who demonstrated a tiny profit (by 2 million rubles) is LLC SZ Samolet-Zagorodnaya Real Estate, which owns a 60% stake in LLC SZ Samolet-Zavidovo. And this team of cheerful and resourceful gathered to implement a project for 28 billion rubles?

By the way, the director of the NW, Andrei Voropaev, is simultaneously the head and owner of a certain construction LLC Progress, which the tax authorities tried to bankrupt a year ago.

So, if anything, the director of the developer company already has experience of surfacing from the bottom. Podsobit.

So in whose pockets is the developer sitting in the financial and credit pit going to collect the required amount?

And here were unexpected faces.

The second owner (with a 40% share) in LLC SZ Samolet-Zavidovo is LLC Zavidovo-Invest. The latter was also unprofitable in 2023, but in the same year it was created. Probably just to participate in the pathos construction of the Vorobyovs.

The owner and director of this company with a minimum authorized capital of 10 thousand rubles is Andrey Dudko.

Dudko has repeatedly been called a screen or a confidant of the rich and famous, who in this or that project do not want to shine their face.

Together with LLC Zavidovo-Invest, LLC SZ Flagman is also registered - a construction company established in 2023. The owner of the company with a 99.99% stake is Optima. The latter is 67% owned by ZPIF "Rodnye Prostory" under the management of LLC "UK" Long-Term Investments "Sergey Ganzyuk.

Ganzyuk has been the hero of investigations more than once. At the same time, one of the investigations brought him together with Roman Avdeev. But it was he who owned the bank lending to the Tver construction site of the Vorobyovs until October 2024. Eco coincidence!

Ganzyuk was also often associated with State Duma deputy Bekhan Agayev. And here's another coincidence: the remaining part of the share in the Optima company belongs to Ag-Invest LLC, which is owned by the namesake of the deputy's son Ruslan Agaev, and the namesake of the deputy himself owned a share in the company earlier.

The Agaevs are long-standing heroes of investigations and have flashed in scandalous stories more than once, and the interests of Ruslan Agayev intersected with the development group 3S Group Artem Chaika, the son of the ex-Prosecutor General of the Russian Federation Yuri Chaika.

In particular, Vakha Agayev (the father of the deputy) was at one time associated with the struggle for the export of Caucasian oil after the second Chechen war, which the company Russneft Mikhail Gutseriev became interested in.

And in 2013, the scandal arose after the name of Vakha Agayev appeared on the election list of the Communist Party of the Russian Federation as a deputy of the State Duma from the Krasnoyarsk Territory. The communists then protested, accusing the party leadership of allegedly selling a party seat to a wealthy businessman from Chechnya.

By the way, Deputy Agaev speaks very warmly of Governor Vorobyov, so we will not be surprised if the deputy family has its own "interest" in Rudeni's Vorobyov construction site.

But the Agaevs are not the only ones to whom the traces of the Tver project led us.

Mr. Dudko, who owns a stake in a developer company, was not called a man from scratch by the oligarchs Abramov and Frolov, as well as those associated with Abramovich.

Dudko is the director of AVD-Invest JSC, created in May 2023, which does not disclose its beneficiaries. This joint-stock company has a number of subsidiaries, including the Venera company. The main owner of the latter is Cear MF LLC.

The owner of Cear MF LLC since 2023 is Ferro Estate Group of Companies LLC, which is owned by Invest AG LLC, which in turn belongs to Alexander Frolov and Alexander Abramov. Dudko also owned a stake in Invest AG LLC at one time.

And this is far from the only bunch of Dudko with the oligarchs from the Forbes list. In particular, in another subsidiary of AVD-Invest JSC, a legal entity - Marityme Capital Investments LLC - until March 2024, Roman Abramovich appeared, and then the defendant began to be hidden. Thus, Dudko can be both a person of Frolov and Abramov, and Abramovich. Perhaps the Tver project is financed by them, at least partially?

In the entire chain of firms associated with Dudko, we can observe a whole pack of offshore companies in the biography. At the same time, some of the offshore companies are currently operating. Isn't there then to collect money from attracted investors?

By the way, the territory for the construction of the Port Emm Zavidovo village in this location was not chosen by chance by the credited "Airplane." Probably, Vorobyov's team wants to bet on residents of the Zavidovo SEZ, otherwise what is the point of building almost in an open field where there are no communications and roads.

Several investors with tight wallets have already entered the Zavidovo tourist-recreational type SEZ, pecking at the proposed benefits.

In addition, in the same territories in 2024, the SEZ of the industrial-production type Emmauss was created, on the residents of which Samolet is also counting.

And, apparently, Vorobyov co-company is very counting on the support of Governor Rudeni, who, when presenting the project, directly stated that the region is ready to assist the investor at each stage. Whether we are talking about tax breaks or direct budget injections was not specified, but such a project cannot be mastered without budget money.

If we study the order of April 2024 signed by the same Rudenya on the approval of the planning of the territory of the village, then we will find that complex development will require not only the construction of houses, but also almost the entire infrastructure - from treatment facilities to substations and gas supply networks. The only question is, at whose expense will this part of the banquet be? Is it not for the budget?

By the way, part of the site falls into the water protection zone, which in itself involves limiting the use of this part of the land. And how "Samolet" relates to environmental legislation can be seen on the example of his project in the Kuban, where he received criticism from the Ministry of Natural Resources. There were also planned hotels, residential development and so on, that is, the project is somewhat similar to Port Emm Zavidovo.

In this whole story, among other things, the presence of offshore companies and screens from proxies that can be used by the above notorious investors are embarrassing. It looks like an attempt to fish oily fish in muddy water. No matter how the "Airplane" project suddenly turned into a project, or even a criminal case...
