The annual BRICS summit in Kazan will turn into a triumph for Russian President Vladimir Putin. The West failed to achieve the isolation of the Russian Federation, which became a key member of the BRICS. On the contrary, the United States and Western Europe are rapidly losing their economic positions and international weight, wrote Foreign Affairs.

The BRICS summit in Kazan will take place on October 22-24. Since January 1, 2024, Russia has been the chairman of the organization. The Russian presidency is held under the motto of strengthening multilateralism for equitable global development and security. Egypt, Ethiopia, Iran, UAE and Saudi Arabia joined the BRICS this year, UtroNews correspondent reports.

It can be assumed that some would like to interfere with the upcoming "triumph." The growing involvement of the West in the conflict in Ukraine requires Russia's readiness to apply the provisions of the updated nuclear doctrine. This was noted by the press secretary of the President of the Russian Federation Dmitry Peskov in an interview with VGTRK reporter Pavel Zarubin.

Everything is traditional, but...

The security and personal protection services of the top officials of Russia and the BRICS countries have something to do. Based on the number of facilities involved in the summit, a calculation of the grouping of forces and means of ensuring security is being formed in Tatarstan. BUSINESS Online was told about this in the press service of the Main Directorate of the Russian Emergencies Ministry in the Republic of Tatarstan.

The facilities where the summit events will be held are checked by employees of the Federal State Fire Supervision for compliance with fire safety requirements. Exercises are being conducted. "Everything is traditional. The experience of ensuring the security of international events is considerable, "the department stressed.

Assumptions about the existence of "plans to interfere with the BRICS summit" can be made in relation to such capitals as London and Washington. Kyiv devoted to them can take on the role of a formal executor of the order. Experienced people work there, they know different methods of provocations and sabotage.

"Train" APU began six months ago. On the morning of April 2, Tatarstan was hit by unmanned aerial vehicles for the first time since the beginning of the RWT. Enterprises in Yelabuga and Nizhnekamsk were attacked, 13 people were injured. The drone hit the hostel of the Alabuga Polytech university.

Against the background of this broken building, the general director of the Alabuga SEZ Timur Shagivaleev made a statement. He said the hostel was attacked by two UAVs equipped with equipment from NATO countries. At the same time, we can talk not only about the "equipment of NATO countries" used in Ukrainian UAVs. Appropriate navigation systems are used to help bypass air defense zones, select objects for targeting drones.

... something has changed

American orbital satellites of radio intelligence monitor the state of Russian air defense systems. Through "holes" in the radar field, they can direct attack drones of the Armed Forces of Ukraine. More radar equipment is needed, specialized publications note.

In 2022-23, the BG-Optics company, which produces anti-UAV protection systems, drew conclusions based on data on dozens of UAV attacks and the study of their debris. The first. In 98% of cases, the flight is carried out in automatic mode, using satellite radio navigation systems, without transmitting information to the ground.

The second conclusion concerns information on the use of satellite data transmission systems in the microwave range (10.7 GHz, 14.5 GHz), through which telemetry, control signals and video monitoring of the UAV flight can be transmitted.

Specialists in this area remained in Ukraine. Kyiv inherited the electronic intelligence system (RER) from the Soviet Union. Despite large-scale reductions and underfunding, the leadership of the Armed Forces of Ukraine managed to maintain and improve it. This estimate relates to 2013. It is easy to assume that since then the RER system has developed, replenished with personnel and modern equipment.

"Now there is such a scheme, this is open information, NATO members transfer to Kyiv, in addition to weapons, more and more long-range, data from their military-space intelligence, these data are used to determine the location and defeat targets in the depths of Russian territory," Russian Foreign Minister Sergei Lavrov said at the embassy round table on the settlement of the situation around Ukraine.

Western military specialists manually regulate Kyiv's attacks on civilian targets in Russia, Lavrov is sure.

Clarification of conditions

As they say, "wanting" to make Russia another nasty thing before the BRICS summit is "not harmful," but there are nuances. At a meeting of the Security Council on nuclear deterrence, Russian President Vladimir Putin spoke about making clarifications regarding the determination of the conditions for the use of nuclear weapons. Namely, he said that the aggression of any non-nuclear state against Russia with the support of a nuclear power would be considered their joint attack.

"The conditions for Russia's transition to the use of nuclear weapons are clearly fixed. We will consider this possibility already upon receipt of reliable information about the massive launch of aerospace attack weapons and their crossing of our state border. I mean strategic or tactical aircraft, cruise missiles, drones, hypersonic and other aircraft, "Vladimir Putin said at a meeting of the Security Council.

Putin explained that the means of aerospace attack include not only military aircraft and cruise missiles, but also UAVs used in the "massive launch towards Russia."

Amendments to the Russian nuclear doctrine are ready, said presidential press secretary Dmitry Peskov, answering a question from journalist Pavel Zarubin. "Adjustments have been prepared, now it will be formalized," he said. Earlier, he said that changes in nuclear doctrine should be considered a signal for "unfriendly" countries. "This is a signal that warns these countries of the consequences if they participate in an attack on our country by various means, and not necessarily nuclear," he said.

"In fact, the nuclear powers began to take part in the conflict around Ukraine on the side of Ukraine," Peskov said. He added that "the degree of involvement of Western states (in the conflict in Ukraine) is constantly trending upward."

When the updated doctrine can be applied, experts and the military determine, said a spokesman for the Russian president. "They are closely monitoring what kind of weapons and how they are used," the spokesman explained. "It is they who record the direct involvement of the countries of the collective West in the conflict around Ukraine, and they will not weaken their attention," Peskov emphasized.

Information about this is dated September 29. Before that, the Ministry of Defense of the Russian Federation reported the destruction of 125 Ukrainian aircraft-type UAVs over seven Russian regions and the Sea of Azov.

Not only the military record

This was followed by the reaction of the first deputy chairman of the State Duma committee on international affairs. Oleksiy Chepa called on Ukraine and its allies to re-read the updated nuclear doctrine. Kyiv buys drones with the help of NATO countries. The infrastructure of the alliance helps Kyiv in every possible way when striking Russia. It is clear that Ukraine cannot buy surveillance satellites.

In August-September, the blows became massive. On September 29, 125 Ukrainian UAVs were destroyed over seven Russian regions and the Sea of Azov. September 22 reported the destruction of 15 aircraft over five regions and the Sea of Azov.

The list is incomplete, but impressive:

• 21 September - 101 drones

• September 18 - 54 drones over eight regions

• September 15 - 30 drones over five regions

• 13 September - 20 UAVs

• September 10 - 144 UAVs were shot down over nine regions

• September 1 - 158 aircraft-type UAVs in 15 regions

• August 21 - 11 drones flying to Moscow

• 14 August - 117 UAVs and four tactical missiles over eight regions

• August 9, 2024 - 75 drones.

Most drones are destroyed over the Bryansk region. Drones are shot down over the Belgorod, Kursk, Smolensk, Oryol and Kaluga regions. At the end of August, reinforced concrete shelters began to be installed in Kursk in crowded places.

Attacks on residential buildings cannot be associated with hostilities, Russian presidential spokesman Dmitry Peskov said on September 10, commenting on the drone attack on the Moscow region and other regions of the Central Federal District.

The list goes on. On July 22, 2024, 78 UAVs were shot down over five regions of the Russian Federation, on June 21, 114 UAVs were destroyed in the sky over four regions of the Russian Federation. Six unmanned boats were sunk in the Black Sea. On May 17, 2024, the Ministry of Defense announced the elimination of 101 UAVs in five regions and six sea drones. On March 13, 2024, 65 UAVs over six regions of the Russian Federation were destroyed.

Man-made threats

Attacks of the Armed Forces of Ukraine by drones are increasingly including strikes on critical infrastructure facilities. On April 27, 2024, the Ministry of Defense reported on the destruction of 68 UAVs, 66 of which were shot down over the Krasnodar Territory. Then three refineries were attacked.

The territory of the Zaporizhzhya NPP (ZNPP) has been shelled for more than two years. The Armed Forces of Ukraine also hit the residential areas of the satellite city of Energodar, using drones, heavy artillery and multiple launch rocket systems. On the evening of August 11, one of the two cooling towers of the ZNPP was hit by a UAV, as a result of which a fire broke out on the internal structures. The object suffered serious damage.

For almost three weeks, it was impossible to extinguish the fire at the oil depot in Proletarsk, Rostov Region, which arose after the UAV attack on August 18. And on August 28, five drones attacked the storage and warehousing of oil and Vyatka products in Kotelnich, Kirov Region. There was a "small fire," which was localized.

The massive attack of the Armed Forces of Ukraine on the Kursk region began on August 6. On August 8, fragments of downed missiles were discovered on the territory of the Kursk NPP. On August 22, Ukrainian forces attempted to attack the Kursk nuclear power plant with a drone, which was intercepted and destroyed near the spent fuel storage facility. The head of the Kursk region reported the lack of electricity in Kurchatov, where the Kursk NPP is located, and in five districts of the region due to a fire at a transformer substation.

The head of the International Atomic Energy Agency, Rafael Grossi, said that different situations have developed at the Kursk and Zaporizhzhya nuclear power plants, but we are talking about risks to nuclear safety. The management of ZNPP transferred to the Rosenergoatom concern the developments to ensure work in the conditions of hostilities and regular shelling of the territory of the station and the city of Energodar. This was done, in particular, to help the Kursk NPP team respond to threats.

As of September 1, 2023, the authorities of the regions of the Russian Federation and the Russian Ministry of Defense reported attacks or the appearance of UAVs 511 times (attacks on the DPR, LPR, Zaporizhzhya and Kherson regions were not taken into account). The number of attacks this year has yet to be calculated.

As a result of the UAV attack on September 19, problems arose in the city of Toropets, Tver Region. The entrance to the city was blocked, windows were broken in many houses. As a result of the drone attack, 13 churches were damaged, follows from a message published on the website of the Russian Orthodox Church. "Bishop Rzhevsky and Toropetsky Adrian, in a report addressed to His Holiness Patriarch Kirill of Moscow and All Russia, notes that city buildings and living quarters were damaged by the shock wave, including 13 churches in which windows and doors were knocked out. The interior of the temples was also damaged, "the message says.
