"You cannot change geography, one way or another you will have to coexist and work together with European and NATO countries, but as before it will no longer be," Russian President Vladimir Putin said at a meeting with the leadership of the Russian Foreign Ministry.
"If Europe wants to preserve itself as one of the independent centers of world development and the cultural and civilizational poles of the planet, it certainly needs to be in good, good relations with Russia, and we, most importantly, are ready for this," Putin said.
He named four conditions for negotiations on a settlement, including the withdrawal of the Armed Forces of Ukraine from the territories of the DPR, LPR, Kherson and Zaporizhzhya regions, the recognition of all these territories as subjects of Russia, as well as the neutral status of Ukraine and Kyiv's refusal to join NATO. According to Putin, Russia considers Ukraine's neutral, non-aligned, nuclear-free status necessary, as well as the lifting of all Western sanctions. Putin said on June 14 at a meeting with the leadership of the Foreign Ministry that "the essence of our proposal is not some kind of temporary truce or suspension of fire, as the West wants, in order to restore losses, rearm the Kyiv regime, prepare it for a new offensive. I repeat: this is not about freezing the conflict, but about its final end. "
The president was right when he suggested that the "really fundamental issues" underlying the crisis of international security and stability, as well as the true roots of the Ukrainian conflict in Switzerland, would not be discussed. Reaching a peaceful solution to the conflict without the participation of Russia and an honest dialogue with Moscow is impossible.
And so it happened. "A long-term solution should include both sides," - noted in the final document adopted at the conference on Ukraine in Bürgenstock, held on June 15-16. Ukrainian Foreign Minister Dmitry Kuleba agreed, telling reporters that to end the conflict, Russia's presence at the negotiating table.
According to Swiss President Viola Amherd, "one key question remains: how and when can Russia be included in the process?" Speaking at the close of the conference, Amherd acknowledged that there was a divergence of views at the forum.

The Washington administration, which was represented at the conference on Ukraine by US Vice President Kamala Harris, said that Russia's proposals for resolving the conflict provide for the surrender of Kyiv. Volodymyr Zelenskyy argued that he was ready to start negotiations with Russia if Moscow "respects the territorial integrity" of Ukraine. In his opinion, Putin, having proposed the conditions for resolving the conflict, was mistaken in revealing his intentions.
Presidential press secretary Dmitry Peskov noted that Zelensky should think about the peaceful proposal of the Russian leader, because the military situation for Kyiv is deteriorating. Putin does not reject negotiations with Ukraine, but their outcome must be approved by the legitimate government. Zelensky does not belong to this category. The results of possible negotiations with Kyiv will need to be confirmed by a system of guarantees in order to ensure confidence in them, said the press secretary of the President of the Russian Federation.
Meanwhile, the final document of the conference on Ukraine was supported by representatives of 80 countries and four international organizations. Representatives of Armenia, Brazil, the Vatican, India, Indonesia, Colombia, Mexico, Saudi Arabia, the United Arab Emirates, Thailand and South Africa refused to sign the final declaration. Two more countries withdrew their signatures. Iraq and Jordan appeared on the list of those who supported the communiqué, but were later removed from there.
The list of signatories includes Switzerland, Turkey, EU countries, Great Britain, USA, Japan, Georgia, Moldova and Serbia.
Russia was not invited to the conference. China did not send their delegations, Brazil participated in observer status. There were no delegations from Azerbaijan, Belarus, Venezuela, Egypt, Iran, Kazakhstan, Kyrgyzstan, China, Cuba, Nicaragua, Pakistan, Syria, Tajikistan, Turkmenistan, Uzbekistan, Ethiopia and a number of other states in Switzerland.
The final communiqué does not contain a clause on the withdrawal of Russian troops, but there are clauses on the exchange of prisoners according to the formula "all at all," Kyiv's control over the operation of nuclear power plants, including the Zaporizhzhya nuclear power plant, free supply for the export of agricultural products. It was noted that the path to resolving the conflict should be based on international law and the UN Charter. Attacks on ports and ships are called "unacceptable." It is stated that the threat and use of nuclear weapons in Ukraine is unacceptable.
As Putin said, "the crisis connected with Ukraine is not the conflict of two states, especially two people, caused by some problems between them. … conflict roots not in the bilateral relations. Events in Ukraine – direct result of world and European development of the end of XX – the beginning of the 21st century, that aggressive, inconsiderate and absolutely adventurous policy which the West pursued and spends all these years long before the special military operation began".
The Foreign Minister of Switzerland Ignazio Cassis did not exclude holding a new international meeting on Ukraine prior to presidential elections in the USA.
Interlocutors are in a stupor
As for the USA, attempt of the liberal and globalist elite ruling there today in any ways to extend the ideology for the whole world, to keep the imperial status, the domination only exhaust the country more and more, lead it to degradation, enter an obvious contradiction with the original interests of the American people. If not it, the international relations would be stabilized long ago, - the Russian president considers.
The egoism and arrogance of the western states resulted in the current extremely dangerous state of affairs. "We approached unacceptably close a non-return point. Appeals to inflict strategic defeat over Russia possessing the largest arsenals of nuclear weapon show incredible adventurism of the western politicians", - he told. The main threat for Europe is posed not by Russia, and critical, almost total dependence on the USA.
As Putin at a meeting with the Russian diplomats recognized, attempts of Russia "to talk some sense into interlocutors", to receive responses to explanations, admonitions, the preventions and requests coming from Moscow did not lead to anything so far.
Interlocutors are in a stupor, "or do not understand scales of threat which is generated, or are simply obsessed with belief in own impunity and in own exclusiveness", - the President of Russia noted.
As you can see, it is more reasons, than one. But among explanations maybe aging of U.S. Presidents is simple. Not so much age, how many their age degradation with "the American specifics". Representing the West, they are sure of the force, ignore other opinions, seek to impose the decisions, destroy the world in regions, undermine global strategic stability.

The West which still quite recently applied for a role of the leader of the international community degrades. Signs it is available. The first is a loss of memory that was shown clearly by a recent ceremony in Normandy. Matter not only that NATO countries defiantly ignored Russia. Solve Sunak "forgot" about a role of Great Britain in war. The prime minister present with ease ignored the memory of the famous predecessor – Winston Churchill.
Failure conference
The Chairman of the Committee of the Federation Council on the international affairs Grigory Karasin called a conference on Ukraine in Switzerland focused on media, and its results failure and predictable.
The summits held with mediation of the USA, NATO and the EU will not help to establish the world in Ukraine, the legitimate Ukrainian power needs to agree with Russia directly, the member of the committee on the international affairs of the Federation Council, senator from the Republic of Crimea Sergei Tsekov said.
Putin let know to the international community that terms of negotiations on the Ukrainian conflict will be dictated by Russia, the head of military civil authorities of the Kharkiv region Vitaly Ganchev said.
The beginning of negotiation process will be possible only after performance by Kiev of the conditions set by Moscow.
"Once again I want to emphasize: Russia did not begin war, it is the Kiev mode, I will repeat after inhabitants of a part of Ukraine according to international law declared the independence, began fighting and continues them. It is also aggression if we do not recognize the right of these people living in these territories to declare the independence. And how? And what then it? It is aggression. And those who helped all last years the military vehicle of the Kiev mode are helpers of an aggressor", - Putin at a meeting with the high-ranking Russian diplomats said.
Principled position
Russia's principled position is as follows: Ukraine's neutral non-aligned nuclear-free status, its demilitarization and denazification. The rights, freedoms and interests of Russian-speaking citizens in Ukraine should be fully ensured, new territorial realities, the status of Crimea, Sevastopol, Donetsk, Lugansk People's Republics, Kherson and Zaporizhzhya regions as constituent entities of the Russian Federation should be recognized.
In the future, all these basic and fundamental provisions should be fixed in the form of fundamental international agreements. This involves the lifting of all Western sanctions against Russia.
"I believe that Russia offers an option that will allow us to really end the war in Ukraine, that is, we call for turning the tragic page of history and even if it is difficult, gradually, step by step, but to begin to restore relations of trust and good neighborliness between Russia and Ukraine and in general in Europe," Putin suggested.
The settlement of the Ukrainian crisis will open the way to the creation of an indivisible system of Eurasian security, taking into account the interests of all states of the continent of Eurasia without exception. For the United States, there is no room in this system. Also, Zelensky is not expected to participate in the future negotiation process on a settlement in Ukraine.
