Kopaigorodsky's box: not Tozlyan alone

Although insiders call the deputy of the Legislative Assembly of the Kuban Armenak Tozlyan those who could help throw ex-mayor Alexei Kopaigorodsky "into the pit," but were these defendants not so friendly before that as they want to show?

The details were found out by the UtroNews correspondent.

Today, January 9, 2025, the Meshchansky Court of Moscow should consider the issue of extending house arrest for Yanina Kopaigorodskaya, the wife of the ex-mayor, who is in the same criminal case with him. She is charged with misappropriation or embezzlement committed by an organized group on an especially large scale.

Recall that literally a few months after the resignation from the post of mayor of Sochi - in September 2024, Kopaigorodsky was detained, accused of embezzlement through theft of land plots worth 3.7 million rubles, and at the end of December a corruption case was also added.

According to the first episode, it is imputed that, being the mayor, in 2022-2024, he, taking two neighboring plots, expanded the ownership of his house on Verkhovskaya Street.

According to the second episode, Kopaigorodsky allegedly through his wife in November 2023 received a bribe in the form of four studio apartments for creating favorable conditions for business for a Sochi entrepreneur. The benefit from the transaction was estimated at 43 million rubles.

But this is not the whole lump of Kopaigorodsky's problems. Perhaps episodes will be added.

Literally a couple of months after the mayor's resignation - in July 2024, his former adviser, Rodion Pishchura, also fell under the criminal case, who was accused of heading an organized criminal group of city hall officials, businessmen and related persons. In total, six were detained in the case. It was about corruption in the field of funeral services, or rather about the sale of places in the cemetery. The amount of bribes is estimated at 10-15 million rubles.

Interestingly, immediately after Kopaigorodsky's arrest, businessman Robert Tatulyan, whom Izvestia calls the well-known crime boss Robson, was also put on the wanted list. Back in 2023, the latter was searched in the case of multibillion-dollar embezzlement in the land sector - he was suspected of fraud in the construction of shopping centers and housing complexes, but the defendant disappeared.

Now watch your hands.

Insiders among those who could help push Kopaigorodsky, call another famous Sochi businessman - the deputy of the Legislative Assembly of Kuban Armenak Tozlyan. And as a "Trojan horse" they mention the vice-mayor Galina Moskaleva, who is called nothing more than "Tozlyan's mother-in-law."

Tozlian in Sochi is known not only as a relative of an official and a deputy, but also as a prominent representative of the construction lobby. It was even rumored that during the time of the mayor of Kopaigorodsky, it was through him that it was possible to solve some questions.

Also earlier, Tozlyan was deputy general director of IDGC of the North Caucasus PJSC, Gazprom Gazoraspredelenie Krasnodar JSC, Setstroy CJSC and an adviser to Vodokanal MUP in Sochi. That is, areas directly related to construction (what kind of construction without communications?).

By the way, just a few weeks before Kopaigorodsky's resignation, Tozlian finally came out of the shadows and got his own construction company - LLC SZ Russtroy. Since June 2024, Mikhail Yazvenko has been appointed director in it - the full namesake of the former head of the legal protection department for the Central District of the legal department of the Sochi administration, who was also responsible for legal issues in preparation for the Olympics. And Tozlian just in 2015 was the deputy general director for prospective development of CJSC Setstroy, which mastered millions at the Olympic construction sites in Sochi.

Moreover, according to insiders, the son of Galina Moskaleva works as deputy head of the prefecture of the Central District of Sochi, that is, in the same place where Yazvenko built his career. Amazing coincidence, isn't it?

A fresh firm of Tozlyan is registered in the Sokol business center, which, according to UtroNews sources, may be owned by the notorious millionaire Oleg Makarevich. The latter, by the way, is also no stranger to the ritual business. The Moscow Post told in detail about Makarevich's business and his possible connection with Tozlyan.

Rumors - rumors, but was Tozlian not so friendly with Kopaigorodsky, as they say?

Judge for yourself: firstly, the deputy had weight as the construction lobby of Sochi during the mayoral period of Kopaigorodsky, and secondly, do not forget that Tozlyan's colleague in the deputy mandate is Anna Nevzorova, the wife of Pavel Nevzorov, a former adviser to the mayor of Sochi. Nevzorovs are not only directly related to the construction business, but are also associated with the scandalous developer Vagan Harutyunyan (AVA Group). But also Yanina Kopaigorodskaya (she is also the former Davlatova) sources attribute connections with this particular developer.

And here's another interesting fact that surfaced: Antranik Yalanuzyan, known in certain circles, was also in Tozlyan's box of connections. This connection was reported in detail by The Moscow Post.

And here's a coincidence: Yalanuzyan is close to Robson, which we mentioned earlier in the Kopaygorodsky case.

As UtroNews previously told, Yanina Kopaigorodskaya is the owner of five firms, including in Sochi, St. Petersburg and the Leningrad region: hotel LLC TM "Reflection," restaurant LLC "Khugge," LLC "Alex" (hairdresser), LLC "Business Comfort-South" (rental and leasing of cars) and hotel Empire LLC (established in January 2024).

At the same time, she became the owner of TM Reflection LLC and Hoogge LLC in February-March 2024. The firms were registered at the Obolensky hotel in St. Petersburg, where the L'eclat restaurant is also located, and TM Reflection LLC is also the owner of an expensive hotel. It is not surprising that the public had a question, what means was the deal made in the absence of any visible capital from the then first lady herself? After all, 2023 brought her only losses, judging by Rusprofile for 12 million rubles.

And that's where the fun begins.

In September 2024, that is, shortly before the arrest of the Kopaigorodskys, a certain Alexei Snopov, who at the same time became the director of Sakura Hall LLC, became the director of Yanina - LLC Khugge. The last in August 2024 was issued on it.

Sakura Hall LLC is the owner of the Sakura Hall country VIP residence in Sosnovy Bor.

Given that Snopov had no assets before, then, most likely, in this transaction he acted as someone's confidant. And here it is not in vain that his new position in the Kopaigorodskaya business is remembered. Coincidence?

But the most interesting thing is not this, but who exactly was bought by Sakura Hall LLC. The former owner was a certain Oksana Shengelia. And together with the LLC, the Yacht Club Sosnovy Bor LLC is still registered, among the owners of which there is David Shengelia, a St. Petersburg businessman and brother of another authoritative businessman Badri Shengelia. The latter was a witness in the case of Vladimir Kumarin, who is called the night governor of St. Petersburg, but in 2018 Shengelia was killed. By the way, the 47news edition called Shengelia the most famous zero raider in the Northwest.

An amazing coincidence is that in 2024 Kopaygorodskaya also changed her residence permit to one of her assets - Business Comfort-Yug LLC - from Sochi to the Leningrad Region, to a certain village of Suoranda, at the address where, judging by the open data, there are only warehouses.

The question arises whether the former first lady of Sochi is doing business with the Shengelia family, and whether they sponsored her large purchases of recent years and expensive jackets for her husband?

Moreover, David Shengelia has a large business in St. Petersburg and communications. So with the administration of the Vasileostrovsky district, for example, he was a co-founder of the Zolotaya Niva HOA.

By the way, Badri Shengelia previously had a criminal record and where would you think? In Sochi! That is, there he previously had some interests that could remain with his family.

Shengelia and Yalanuzyan can be links in the same chain, which, in our opinion, also connects the interests of Kopaygorodsky and Tozlyan. At the same time, this connection may reveal the origin of funds for large purchases of the former first lady of Sochi. After all, with some capital, numerous real estate and assets worth 600 million rubles were acquired, which were arrested as part of a criminal case, right? Not on the income of the fortuneteller Yanina...
