Contractor in a "white coat": Dmitry Artyakov hides his "tails" in the water?

After a series of investigations about the business of the Artyakov family, the head of Modum-trance Dmitry Artyakov one day left the number of owners of two firms that appeared in ambiguous stories. The owner remained his uncle. Apparently, in this way Artyakov is trying in the eyes of state customers to remain a contractor in a "white coat"?

The details were found out by the UtroNews correspondent.

On December 9, 2024, the former owner and current director of a large state contractor, Modum-Trans, Dmitry Artyakov, left the number of owners of two firms at once, the owner of which remained for ten years. We are talking about LLC TPK Profit and LLC Russinvest.

But business has not gone anywhere from the family - Artyakov's uncle Yuri remained the owner of both companies, and Nikita Yuryevich Artyakov remained the director.

Recall that Yuri Artyakov previously appeared as a high-ranking representative of the reference bank Rostec - Novikombank. And it was at a time when Vladimir Artyakov, Dmitry's father, who is now the right hand of the head of Rostec, Sergei Chemezov, ruled the Samara region as governor. Then, not without the participation of this cunning tandem, the regional football club "Wings of the Soviets" sank to the bottom of the debt hole.

An expensive loan issued by Novikombank was hung on the club, which it pays to the Rostec division to this day, and along the way the region lost its deposit - two buildings and a couple of plots.

Recently, there has been talk that the club may find a private investor and insiders have started talking about the possible interest of the Artyakovs and, quite possibly, it will be interest in entering through offshore companies.

Nikita Artyakov, as a private person, shone in transactions with state property - he became the only bidder for the sale of the Moscow State Unitary Enterprise "City Property Management Center" building on the street. 9th Parkovaya, 29.

But let's return to TPK Profit LLC and Russinvest LLC, from which for some reason Dmitry Artyakov abruptly left.

We suspect that this is the "fault" of the UtroNews investigation, which reveals the transition to a company affiliated with the Artyakov family, a former state sanatorium. Moreover, it was transmitted by the Samara ministry at a time when Vladimir Artyakov was governor. That is, the deal can smell bad.

So, LLC "TPK" Profit "was established in 1999 and in 2023 the revenue was 42 million rubles.

Judging by the base of the courts, the company had a dispute with the State Inspectorate for Real Estate. From this case and a number of other court disputes, it was possible to find out that the Profit TPK had municipal plots on lease, including the authorities of the Leninsky municipal district of the Moscow Region transferred to it an allotment of 15 thousand square meters in the village of Vnukovskoye, Likova, to accommodate the second stage of the shopping and warehouse complex. Apparently, the contract was then terminated a few years later, but based on the registration address of TPK LLC Profit, it becomes clear that some assets in the village of Likov remained.

Then the editors of UtroNews established contact with a number of companies and individuals who could act as screens for a high family. Among them was Anapa Sanatorium and Resort Association LLC (Asko).

It was this company that back in 2010, instead of LLC Black Sea Sanatorium and Health Complex, became the tenant of the assets of the medical and health complex in Anapa, having received the property of LOK Shakhterskaya Slava (Lebed) for use.

At the start, the second party was FSUE "Organization of children's and family recreation" Sunny Circle, "but then the right to dispose of the asset for some reason passed to the Ministry of Property Relations of the Samara Region. It was the latter that Asko transmitted it, and the most interesting thing is that Artyakov was the governor then, with whose family it was possible to establish a connection between the owners of Asko. And this already smacks of a corruption component, in our opinion.

Moreover, together with Asko, Yuri Artyakov's Investcom LLC was registered. An amusing coincidence, isn't it?

Dmitry Artyakov also glowed at one time among the owners of Investcom, which was liquidated in 2019.

This transaction became known from court materials from 2017, when the ministry collected rental debts from the company.

Asko itself was slammed after bankruptcy in 2018. Thus, the Artyakovs practically hid the ends in the water according to that long-standing sanatorium history?

But Asko LLC earned almost 323 million rubles on state contracts, of which 200 million rubles were brought to them by the Samara state institution - now GKU SO Resource Center, which ordered sanatorium and resort services from 2011 to 2016.

Artyakov was the governor until 2012, but the head of the GKU, appointed under him back in 2011, continues to work to this day.

As for the second company, from which Dmitry Artyakov left - Russinvest LLC, created from the former CJSC, the family's connection with Alexander Bednov was highlighted through it. The latter is the namesake of a State Duma deputy of one of the convocations, a former deputy of the Samara regional Duma.

In addition, through ZAO and LLC Artyakov, they could control a number of companies, including the later swatted Melinvest (limestone mining).

And most importantly, Russinvest LLC is registered in the same village of Likova.

Probably, it was precisely some spots on the white coat associated with the above companies that Dmitry Artyakov did not want to shine, leaving the ranks of the owners?

Indeed, through Modum-Trans LLC, which works in the field of freight transportation by rail, acting as a contractor for Russian Railways, almost 3 billion rubles were let through the supplier at one time and another 96.7 billion rubles, as through the customer. This was not prevented even by a criminal case, the defendant of which was LLC and its management, accused of commercial bribery in the repair of wagons of the Russian Railways division. There were 18 defendants in the case, but they were not disclosed, but Modum-Trans and its director Artyakov continued to row contracts from Russian Railways, including business relations with VRK-1 JSC VRK-2 JSC and VRK-3 JSC, which appeared in the message about the criminal case.

The Artyakov family itself is quite remarkable. One gets the impression that the presence of a strong lobby in the person of Chemezov made them practically unsinkable and inviolable. After all, even the deal, which, in our opinion, smells of a conflict of interest, was ignored by the supervisory authorities. We are talking about the purchase by Dmitry Artyakov of a stake in the company-shareholder of KAMAZ - Avtoinvest LLC, despite the fact that Rostec is the main shareholder, and it is there that the buyer's father works, and Dmitry Artyakov has a common business with Chemezov's son.
