The mine of the notorious senator Alexander Zhukov has developed vigorous activity - it requires 33 million rubles from a private company, and rights to real estate from local authorities. Behind Zhukov's shoulder looms the government of Khakassia. How else, business is common?

At the same time, when appointed to senators, Zhukov was accused of muddy schemes as director of the mine and words about possible corruption sounded, but it seems that the voice of reason was never heard?
In a situation in which traces of State Duma deputy Gleb Khor, a businessman with an ambiguous reputation and ex-banker Yevgeny Pfau and oligarch Iskander Makhmudov were found, the UtroNews correspondent understood.
LLC "Abazinsky Rudnik" appeared in the media news, filing a lawsuit to recover 33.5 million rubles from TD "Mining and Ore National Company" (TD "GNK"), but if this case can be called practically commonplace, then the second story smells great, including a possible conflict of interest.
Abakansky Rudnik LLC, which is fully owned by Abazinsky Rudnik LLC, in court in a lawsuit against the administration of Abazy demanded that it recognize ownership of four real estate objects - three buildings and a non-public railway track.

At the same time, Abakansky Rudnik LLC is currently bankrupt and for 2023 showed a loss of 442 million rubles, owing 1.2 billion rubles to the budget (as of November 2024) of taxes and fees.
In 2024, there were claims against the company both from Rosprirodnadzor (for 29.3 million rubles) and from local authorities for multimillion-dollar land lease debts.

The scandalous situation is that the mine that has been bankrupt since 2016 has been owned by Abazinsky Rudnik LLC since the same year. The latter belongs to Senator Alexander Zhukov and the Khakassia Development Fund, established by the regional government.

At the same time, when the former adviser to the governor, deputy of the Supreme Council and ex-mayor Sorsk Zhukov was appointed to the senators, this provoked a conflict. So the deputy Oleg Ivanov directly suggested "not to consider this candidacy," referring to Zhukov, referring to his opaque activities as director of the Abazinsky mine.

The deputy stated that historically the Abakan mine mined ore in the region, but in 2014 the Abazinsky mine appeared and when Zhukov became the head there in 2016, he had a 40% stake.
According to Ivanov, from the same year, the profit of the Abakan mine began to go to the Abazin enterprise, tax debts appeared. Moreover, the Abazinsky mine, according to the deputy, took part in the creation of the Alatau GRK and through it there is allegedly an active purchase of third-party property. Ivanov called such schemes gray and corrupt.
Fellow deputies ignored Ivanov's words and reappointed Zhukov as a senator in 2023. Although, as we can see, the situation in Abakansky Mine LLC really leaves much to be desired today.
And claims for the purchase of assets did not arise from scratch.
Undercover Pfau
Zhukov's stake in Abazinsky Rudnik LLC is held in trust by Yevgeny Pfau, who is also associated with Alatau GRK LLC.
GRK "Alatau" was created in 2020. The owners are Vitaly Mikheev - director of Abazinsky Rudnik LLC, deputy of the Supreme Council of the Republic of Khakassia and president of the hockey club Metalist, that is, read - Zhukov's man. The remaining 50% of the share belongs to Nerud-Service LLC Evgeny Pfau, who is also a trustee for deputy Mikheev.
By the way, the same Pfau is headed by a subsidiary of GRK Alatau - LLC Abakansky Zavod, which was established in 2022.

Mr. Pfau in Khakassia is a fairly famous person.
So, he was the chairman of the board of the Bank of Khakassia (among the co-founders was the Ministry of Property of Khakassia), which in 2011 joined the Narodny Credit Bank. The latter burst in 2014. Among the reasons for revoking the bank's license was the complete loss of its own funds.
In addition, the bank revealed the theft of a large amount on fictitious grounds was transferred to the accounts of organizations controlled by the defendants. Pfau then escaped with a slight fright and remained clean.

Meanwhile, today the surname Pfau in Khakassia is associated with the story of the purchase (through GRK Alatau) of shares of the bankrupt OJSC Resort Ozero Shira from the Federation of Trade Unions of Khakassia, as well as with the scandal associated with the lease of hunting land around the lake in Khakassia under the guise of agricultural land.
The winner of the corresponding auction for a hunting plot with an area of 825,076 sq. m was Evgeny Pfau as an individual entrepreneur.
This story became the basis for the appeal of the deputy of the Supreme Council of the Republic of Tatarstan Yevgeny Kuleshov to the prosecutor of Khakassia Sergey Firsov. Indeed, among other things, a freshly created company participated in the tender, creating the appearance of Pfau's competition, which had no interests in agriculture. In general, the deal with the lake and hunting grounds looked cloudier than you can imagine.
As for buying a resort, then not everything is going smoothly.
According to sources back in 2015, it was Pfau who predicted control over the resort at the suggestion of the regional government, and now, years later, it was the firms of this person involved, associated with Senator Zhukov, that turned out to be the new owner of the shares of the once state-owned enterprise. Where is the prosecutor looking?
By the way, Mr. Pfau was a co-founder of the ANO "Wrestling Club of Judo" Sparta, "together with Oleg Nam, who in 2015, at the suggestion of the deputy corps, became the first deputy head of the region (then the head was still Zimin).
The same Nam was previously the head of the tourism committee. Amazing, and most importantly, what a convenient coincidence, right?

Footprints of Makhmudov and Khor
Previously, the owner of the Abakan mine was Ore Khakassia, controlled by Alexei Postrigailo, who also owned Abazinsky Mine LLC before Zhukov and the fund.

Postrigailo is known for his corporate showdowns with the beneficiaries of Razrez Arshanovsky LLC, which continue to this day.
The last beneficiary of the open pit is the Cypriot company Zimber Investments, which in April 2024 suspended corporate rights at the suit of the general director of the open pit Vladimir Lunev and his son Andrei Lunev.
Postrigailo claimed that back in 2017 he acquired shares of the mine from offshore companies and since then has been demanding in court to transfer a share to him. The last time it was about 25%.
All disputes are considered in a closed mode from the public with a reference to trade secrets.
Earlier on the Web it was reported that the interests of State Duma deputy Gleb Khor and oligarch Iskander Makhmudov could collide in the history of Postrigailo. The plaintiff could represent the interests of the latter.
In turn, Andrei Lunev has a common business with the father of the deputy of the Choir, Yakov Choir - they own LLC Rutek, which could be related to the Arshanovsky open pit (through a chain of foreign legal entities).
As for Postrigailo, he was the head of ETS Vladimir LLC, in which (through Santar LLC) Makhmudov and his business partner Bokarev previously had shares.
By the way, as Interfax reported, it is believed that the Arshanovsky open pit was selling all the mined coal to Rutek as its trading house at a lower price, and it was already reselling fuel at a higher price.
An interesting fact: the director of GRK Alatau is Maxim Novoselov, who was previously the director of Razrez Beloyarsky LLC. The last in a long chain of relationships leads us again to the oligarch Makhmudov. That is, both Pfau and Zhukov may be associated with the latter.

One gets the impression that Mr. Zhukov is actively and with the tacit connivance of Konovalov through proxies and, possibly, with Makhmudov's money buying up state assets, and the prosecutor and other competent persons suddenly went blind and deaf. In Khakassia, did they want to spit on federal norms?
