Behind the project of new expensive skyscrapers in Krylatskoye may be the interests of the family of the former governor of the Kuban and ex-Minister of Agriculture of the Russian Federation Alexander Tkachev. And the developer Pavel Te, better known as Sobyanin's reseller, threw the project to the buyer.
Who is behind an expensive project, if the developer's annual revenue does not even reach the cost of odnushka in Moscow, the UtroNews correspondent found out.
At the beginning of October 2024, a new project for 41 floors and 755 apartments appeared on the website of the Ministry of Construction of the Russian Federation - EcoTower residential complex, which should be built by the second quarter of 2027 in Krylatskoye, ow. 33.
The developer is LLC "Specialized developer" Radiance, "whose annual turnover in 2023 amounted to 16 million rubles (while the company was created back in the 90s), and in August 2024 it already has a tax debt - about 507 thousand rubles. The firm does not have a single employee at the end of 2023. In general, in our opinion, it looks like a screen behind which the real beneficiary is hiding.

At the same time, judging by the pledge of shares, the company received bank financing. The owners' shares are pledged in the Moscow Credit Bank.
This bank disclosed the ownership scheme in 2020. It looks rather ambiguous - a lot of closed-end mutual funds that do not disclose beneficiaries, as well as Cypriot money boxes. Among the major shareholders of the bank then appeared Sergey Sudarikov and his partner Roman Avdeev - both rather ambiguous businessmen who have repeatedly become involved in investigations. Avdeev is considered a person close to the head of Rosneft Igor Sechin.
At the same time, their bank would hardly have given a large loan to the first counter, behind which there is no strong player.

Initially, the owner of the developer EcoTower was a well-known metropolitan developer, founder of Capital Group Pavel Te - known in narrow circles as a reseller of Sobyanin, as he helps the mayor with the sale of tidbits and plots in the capital.
Te has repeatedly brought regional companies to the Moscow market, among the beneficiaries of which came across both those with a tarnished reputation and those who prefer not to shine their faces. It seems that in the case of Krylatsky we are talking about the second option.

The deal took place in June 2024 and a certain Natalya Fevraleva became the buyer - both through Stroy Service LLC and personally. At the same time, the LLC was established for 24.04.2024 years for the activities of holding companies, that is, in fact, the company could be created purely for this transaction and a number of subsequent ones.

At the same time, the general contractor of the residential complex is BEST-STROY LLC, which belongs to Sergei Garth and Valeria Kozachuk. Garth previously acted as the creators of the HOA "Luck," where the Moscow authorities were among the co-founders.
The owner of the developer, Ms. Fevraleva, meanwhile, has no other assets and began her activities just since the creation of Stroy Service LLC.
Where does an unknown entrepreneur from the Moscow region get the money to buy a project from Te and build a business-class residential complex in the capital? Moreover, the bank issued a loan. Under any such guarantees?

And here the fun begins. In open sources zhirnova@ugbp.ru appears as an e-mail of Stroy Service LLC. The same mail is indicated as the mail of Mantera LLC from the Kuban, which belongs to ZPIF and Yug-Business Partner. It is the domain name of the latter that is used in the mailbox.

Yug-Business Partner LLC is owned by Andrei Skok, whom the media call the asset manager of the family of the former governor of the Krasnodar Territory and former Minister of Agriculture Alexander Tkachev.

Another interesting coincidence: on October 4, 2024, SZ "Radiance" was appointed director - a certain Inna Lukoyanova (also Chernobryvaya), who received the TIN just in the Krasnodar Territory. She also owns Credit-Service LLC in Krasnodar. She was also a co-owner of Rusexpo LLC, among the partners in which offshore companies from the British Isles appeared.

The ex-minister's family has repeatedly been seen using proxies as screens, apparently wanting to hide some of their interests. So, for example, in Kamchatka, when the shares of Komkon, the sole owner of the Peter and Paul Shipyard (PSRV), were being taken over, people close to the Tkachevs surfaced against the backdrop of a corporate dispute. First, the shares went to a certain Dmitry Belendryasov, whose connection with the high family was shown by The Moscow Post. Then they were handed over to the firms of a certain Yevgeny Svistula - also not a stranger to Tkachev. Since April 2024, the owners have been hidden, but the next "his man" appointed in 2023 remains the leader. Meanwhile, under this whole sauce, the Komkon showdown in Kamchatka is trying to squeeze out the large fish processing plant Sokra and its assets.
And this is far from the only example of using screens for your business. So, for example, the same Whistler surfaced in the story of the creation of a new company together with the structures of the oligarch Oleg Deripaska, another noble native of the Kuban. Together, the Tkachevsky and the oligarch planned to engage in the gambling and entertainment business.
Probably, the high family plans to develop the construction market in Moscow through their proxies, preferring not to shine their real capital and opportunities.
